The long way up the 99

Moving north from Elk Grove?

Elk Grove sits south of Sacramento, which makes this the longest of the valley moves — the whole city is in the middle of the drive. It also means you are probably coming from a newer subdivision, and that changes which questions actually matter when you look up here.

Be honest about the drive

Sacramento sits in the middle of this one.

Elk Grove is five to ten miles south of the state capital on Highway 99, so a move to Yuba-Sutter means crossing the whole Sacramento metro before the drive even properly starts. Of the valley origins this is the longest, and pretending otherwise would not do you any favours.

That is worth saying plainly because it changes what the move is for. If you need to be back in the Sacramento area most weekdays, this is a hard drive to love. If you are working from home, changing jobs, retiring, or buying for the house rather than for the commute, the arithmetic looks completely different. Map it at the hour you would really make it, both directions, and let that answer come first.

What you already know

You have probably met Mello-Roos before.

Elk Grove went from under 18,000 people in 1990 to more than 176,000 by 2020, and almost all of that is subdivisions built inside your lifetime. If you bought into one of them, you already know what a special assessment on the parcel does to a monthly payment, what an HOA does and does not cover, and what a builder-grade house looks like at ten years old. Most people arriving in Yuba-Sutter are meeting those things for the first time. You are not.

So the useful thing to say is where it applies up here and where it does not. Plumas Lake is the closest thing to what you are leaving — the newest subdivisions in the area, and the ones most likely to carry Mello-Roos. Marysville and Yuba City are older housing stock where the questions are different ones: age of roof, age of panel, what has been permitted and what has not. And outside the city limits, the house is very likely on its own well and septic, which is a different inspection and a different loan conversation altogether.

None of that is a reason to prefer one over another. It is a reason to look at them knowing they are not the same purchase.

What changes when you cross

The county line decides more than the address.

Yuba-Sutter is three counties in a small space, and the line you land on decides who assesses the property, which schools the address feeds, and what the tax bill is actually built from. Under Proposition 13 the assessed value is set by what you paid and then rises by no more than 2% a year, regardless of what the house is worth later. That is the same statewide, but the rate applied to it and the assessments layered on top are not.

Two more things worth asking before you fall in love with a listing. Newer subdivisions — Plumas Lake most of all — often carry Mello-Roos special assessments attached to the parcel rather than to you, and they belong in the budget conversation from day one. And step outside a city limit and the house is very likely on its own well and septic, which is a different inspection, a different loan conversation and a different set of questions for the seller.

Before you commit to the move

Four things I would check first.

  1. Drive it at the hour you would really drive it.A mileage figure is not a commute. Map it on a weekday morning and again on the way home before you decide anything on the strength of it.
  2. Get the number from a lender, not from a website. What you can borrow here is a different conversation from what you could borrow where you are now, and it is free to find out. Ask for it in writing.
  3. Ask what is attached to the parcel.Mello-Roos, an HOA, an irrigation district, a well share. None of them are a reason not to buy. All of them are a reason not to be surprised.
  4. Look at the county, not just the city. Two houses ten minutes apart can sit in different counties with different assessors and different schools. That is worth knowing before the offer, not after.

Straight answers

What people ask about this move.

How long is the drive from Elk Grove to Yuba City?

Longer than from anywhere else in the valley, because Elk Grove is south of Sacramento and the whole metro sits in the middle of the route. Map it yourself, at the hour you would really make it, in both directions. This is the one number nobody should take on trust from a website.

Does it still make sense if I work in the Sacramento area?

That depends entirely on how many days a week you have to be there. If it is most of them, this is a hard drive to love and I would rather tell you that now. If you are working from home, changing jobs, retiring, or buying for the house rather than the commute, the arithmetic is completely different.

Which town up here is most like Elk Grove?

Plumas Lake, in the sense that matters to you: it is the newest subdivision stock in the area and the most likely to carry Mello-Roos assessments on the parcel. Marysville and Yuba City are older housing where the questions are about roofs, panels and permits instead.

Will I have Mello-Roos here too?

Sometimes, and it depends on the parcel rather than the town. Newer subdivisions carry it most often and Plumas Lake most of all. Ask what is attached to the parcel before you write an offer — it belongs in the budget conversation from day one, which you already know.

Do I still leave Sacramento County?

Yes. Elk Grove is in Sacramento County, so a move to Yuba-Sutter means a new assessor, a disclosure package from a different office, and schools set by an address you have not chosen yet. Under Proposition 13 the assessed value is still set by what you paid and still rises by no more than 2% a year; the rate applied to it and the assessments on top belong to the new county.

Drive it once before you decide anything else.
